Project Brief
This project evaluated the impact of Oregon’s Statewide Land Use Planning Goal 18: Beaches & Dunes (Goal 18) and offers actional recommendations to enhance the resilience of Oregon’s coastal communities.
Objectives
Interview key individuals related to Goal 18
Review literature spanning policy, environmental science, and engineering
Conduct geospatial analysis of resilience and environmental impacts at 5 coastal communities
Examine law and regulatory context for Goal 18 implementation at the local level
Context
Goal 18 was adopted in 1976 with aims to conserve and safeguard Oregon's beach and dune resources and to mitigate exposure to hazards in this dynamic and rapidly evolving coastal environment. Goal 18 has been heavily studied in the past, but these disparate investigations have yet to be synthesized in a manner that is useful for state and local Goal 18 implementation.
Collaboration
This work was completed in collaboration with the Environmental Law Institute, with funding support from the National Sea Grant Law Center under subaward 25-12-41 of PTE Federal Award NA24OARX417C0025-T1-01 from NOAA, U.S. Department of Commerce. The Oregon Department of Land Conservation provided valuable support and perspective throughout this project.
