Coastal Management

Sea & Shore Solutions enhances coastal management across the nation and territories by supporting federal agencies, state/territorial coastal management programs, local jurisdictions, and non-governmental entities in the topics and processes related to coastal zone management and waters of interest.

Federal Consistency

  • Assistance with the development and/or evaluation of federal consistency process components, including but not limited to: coastal impacts assessment, enforceable policy analysis, process facilitation and documentation, meeting facilitation, policy analysis, technical research, etc consistent with the provisions of 15 CFR §930.

  • Development of process support tools such as an online Federal Consistency Portal that assists staff and applicants in developing and submitting a federal consistency application.

  • Program Change preparation: policy analysis, document synthesis, process guidance, record keeping, and submission support consistent with the provisions of 15 CFR §930.

  • Education and training on federal consistency authority, implementing federal regulations, and additional communication planning and support for a variety of audiences.

Program Enhancement

  • Assistance with developing 309 strategies and reporting assessments.

  • Experience with Public Access, Coastal Hazards, Secondary & Cumulative Impacts, Wetlands, Aquaculture, Energy & Facility Citing, Special Area Management Planning.

  • Field survey development and implementation to determine quality and quantity of public access, wetlands, aquaculture, etc.

  • Integration of best practices for social science (public surveys and workshops to inform strategic planning).

  • Relationship building and coordination with state partners, non-governmental organizations, and community groups.

  • Assistance with literature reviews, policy research and analysis, and report writing.

  • Outreach and engagement including workshop facilitation, public notice, hearings, and social media.

Coastal Policy

  • Assistance with the development of regulations and rulemaking by facilitating rulemaking advisory committees, drafting policy language, coordinating with commissions, etc.

  • In-depth policy analysis to assess perceived and potential outcomes of policy decisions using both primary and secondary sources

  • Facilitation and documentation of multi-jurisdiction policy making processes and public engagement throughout drafting and implementation.

  • Support local governments in development of policies that address coastal uses and resources, including the drafting of enforceable policies, as well as preparing and submitting planning documents including comprehensive plans and ordinances. 

  • Implementation of coastal policy through development of signage, outreach materials, educational events, and technical resources.

Land Use & Planning

  • Assistance with literature review, policy analysis, and document preparation associated with environmental conservation and reduction in land use conflicts at the local level.

  • Facilitation of public processes and outreach associated with comprehensive plan and land use ordinance updates.

  • Assistance with policy development initiatives with a focus in creation of enforceable policies to be used during state federal consistency reviews.
