Sea & Shore Solutions (S&S) is a neutral facilitator available to support administrative and technical aspects of the CBEMP. Their current scope of work is outlined below.
As a process facilitator, S&S cannot make any decisions related to CBEMP processes or Committees. They will not dictate or encourage any specific outcome, work on behalf of any entity or interest, or disclose any confidential or sensitive information resulting from this process.

S&S supports administrative functions for all three CBEMP Committees. Their support is at the direction of each Committee’s officers, and is subject to change over time as officers’ needs and capacity fluctuate. Critically, S&S does not provide any content-related support, such as agenda-setting, meeting facilitation, or decision-making, as those are the responsibility of the Committee.

Planning 101 Education Series
S&S is leading a collaborative process with the CAC, the Oregon Department of Land Conservation and Development (DLCD), and local partners to develop an Estuary Management Plan and Land Use Planning training series that can be used to onboard and educate committee members, elected leaders, and the public about the land use planning system, the CBEMP and its value to the community, and associated processes. Webinars will be recorded so they can serve as a lasting resource for onboarding new committee members in the future.

Data Rubric
S&S is collaborating with the TAC and invited experts to create and approve a data rubric: a framework and process for reviewing data products and sources to incorporate in the Estuary Management Plan update. This resource will provide a streamlined, neutral process that anyone can use to evaluate updated maps and data before they’re elevated for public comment and adoption. Critically, this rubric is intended to be neutral to data topic, source, type, and who specifically is doing the evaluation; the rubric should be able to assess any type of information by any reviewer.

Rubric development will be an iterative process with multiple opportunities for the TAC and invited experts to review and provide direction. S&S will serve as the process facilitator throughout.

As of July 2026, the Rubric is expected to include several components that may be useful at multiple stages of the CBEMP update process.
Definitions: Establish a shared language for describing and communicating about data.
Data Quality Indicators: Quantitative and qualitative measures of quality used to evaluate a dataset.
Rubric Tool: A three-phase screening tool (Excel-based) that anyone can use to evaluate maps and data before they are elevated for incorporation into the CBEMP, public comment, and adoption. Ideally, this process will be implemented by the entity preparing the data.
Map Review Checklist: A list of key elements and requirements for each static map that is incorporated in the CBEMP to ensure high-quality cartography, ADA accessibility, and consistency.
Data Quality Statement: A written statement on data quality that outlines the guidelines and process that were followed to approve the factual basis. This should succinctly describe the standards and indicate the rigor and value of this process.
